I don't know that poor populations are any poorer in cities than they are in rural areas but, yeah, they're either more disfunctional or their disfunction is more inbred, concentrated, and visible. So you'd have greater need for, say, police, but not greater need for direct poverty services. In any event, that's only one set of services service. You need more roads per person, for example, in rural areas.
