Beyond the earmarks, its an expensive bill. Also Bush wanted to limit the recipients to those with under $250,000 farm income (not revenue, but income).

I'm more opposed to it than Bush is. I would have vetoed Bush plan if I was president (unless I thought it would cause something worse to get passed). We should move government out of the business of subsidizing and directing farming in the US.
