"They started before Bush took office." They were trying to enrich uranium. And, not to successfully by all accounts. When Bush stopped the fuel shipments, North Korea took down the cameras and went back to reprocessing plutonium, which they had stopped doing in the 90s. That is what they used to build their bombs. I guess you forgot that.
