You have it wrong. Socialist minded Mexicans are so afraid someone will get rich on the nations oil and gas resources they socialized them and are running their national oil company into the ground. A country that should have a giant oil, gas and petrochemical industry imports gasoline and natural gas from the US. By a lucky fluke they have a big oil field, Cantarell, so are still a crude exporter but that will change in time.
