Which is subordinate to the Supreme Commander.

In other words, he has to ask permission before he takes actual action.

Being president of Iran is not the same relative position that it is in the US. For example, he has no authority over the military.

You can explain this 500 times and these guys are still not going to get it. There is obviously a missing piece of brain that won't allow them to grasp the concept that you cannot negotiate with these guys because there is nothing to negotiate about.
