The measure of Clinton's response to AQ can be measured in the results.

Bush did not appreciate the threat either until we were attacked.

AQ has decimated itself as a result of our efforts under Bush's leadership.

You can focus on OBL hiding in a cave, he is meaningless. What is important is that we have not had another attack on US soil.

Clinton's failures do not excuse Bush from recognizing the threat and responding until after an attack.
