Maybe, maybe not. Seems like Bush is making progress once again, though the liberals on this very thread are ridiculing the results as "right back where Clinton left off."

At least Bush didn't have to promise North Korea two nuclear reactors, which was one of the biggest flaws in the Carter deal.
