By the end of his admin all dissent has been removed as the emperor sleeps. I think a certain amount of this goes with the territory but I see no evidence that it is a major problem in this administration. For example, Gates has publicly differed with Bush at times. I've seen no indication that anyone but Bush makes the big decisions and I think that's how it is supposed to be. If you believe Condoleeza Rice is a meek yes-man I think you are totally underestimating her.
