John, I sold all my rental properties in the last run up,and
I have looking at RE in locations outside the US for some years now and have made some investments there. I am planning a retirement outside the US unless there are some drastic changes in the way our government conducts itself. I guess my thinking is somewhat aligned with Jim Rogers. With this in mind I am limiting my investments locally to things I can turn over quickly or partnerships where I am a passive member and can have partners I can trust do the managing.

I am mostly looking at distress situations the same as you but also am looking at acquisition of strategic parcels.
