My guess in NEVER.

History has shown, we periodically 'forgive debt' because of
good behavior from cooporating foreign entities.

Or it could be 'pre-arranged forgiveness in debt' except it
is not politically correct to reveal such goal because common
people (tax payers) can't handle the truth. There is price for
elites to be in the history. Someone else has to pay for it.
