The CIA confirmed in 2006 that they were shutting down their special unit that had been searching for OBL, and reassigning all of those agents to other, presumable higher priority, projects. You can believe whatever you want to believe about what may be going on in secret. All I can say is there have been no results of any efforts, secret or not, to capture bin Laden.
