And the Credentials Committee can overrule the RABC. And Obama controls the Credentials Committee because he won the most delegates. At least that's what I understand.

I know it's not over until ... bad analogy with a woman in the race.

There is another committee in here that comes into play. That is the Resolutions Committee.

Resolutions and Rules often work together.

The Credentials mentioned earlier is normally a neutral committee.

Their job is to review the credentials of each person, how they were elected, is their election valid and whether or not they should be seated----certified to participate in the convention. Credentials does not determine how the delegates cast their votes.

The Credentials Committee can decide to rule not to seat delegates. However, the ruling of the Credentials Committee can be challenged either in the Resolutions or Rules Committee.
