I was curious as to the reason for your concern as moral hazard appears to be equal in both single and multi-payer systems.

Terminology is unsettled in this arena. It's difficult to communicate even among people who are used to discussing it. "Single payer," to me, is short for a proposed US government-run universal health care benefit system.

The implication in "single payer" is that there are more participants including more non-contributing participants. I don't know if that's technically greater moral hazard because I have no clue how degree is applied to the concept of moral hazard but it's more risk and more cost.
