The point was to keep those rods locked up and the monitors in place. Not to give them reasons to reprocess the rods and reactivate the plant.

Which Bush did. That was all his fault. Because, until then, their ability to build a plutonium bomb was hobbled.

BTW, what was so bad about the Clinton treaty?
