"How would you track it?". Very good question. Answer: you can't. At least we can try: 1. utilities bills: electric, gas. 2. credit card usage of 'gasoline'. (hint: start using cash for gas) 3. start a new industry/government agency to check/monitor auto-mileage. This will increase jobs. We can ship all those low-paying high-tech jobs or anything to Chindia or the next best place for cheap talents. And create new high-paying low-tech jobs here. ... snake oils sales would help.
