I don't remember Clinton saying that, but his administration clearly dragged their feet. This while Clinton claimed credit for the warming of North-South relations. Clinton didn't say it -- this was a direct quote from a WAPO article -- "Clinton administration officials have privately said that they agreed to the plan in 1994 only because they thought the North Korean government would collapse before the project was completed."
