I don't remember Clinton saying that, but his administration clearly dragged their feet. This while Clinton claimed credit for the warming of North-South relations.

Clinton didn't say it -- this was a direct quote from a WAPO article --

"Clinton administration officials have privately said that they agreed to the plan in 1994 only because they thought the North Korean government would collapse before the project was completed." The Post didn't attribute it to any specific person.
