It's only common sense to think (know) that N. Korea was cheating. I'm sure the N. Koreans have done everything in their power to acquire nukes since the 1950's. The fact of the matter though seems to be that they had at most 2 nukes when Bush came into office. They could have obtained those at any time in the last 35 years. SINCE Bush has been in office they have not only increased their nukes by a factor of 5, they have also conducted an underground test. Without bombing the he11 out of them and then invading there was really no way to prevent them from assembling at least a couple. Clinton's policy wasn't perfect, but at least it kept things somewhat under control.
