No.

There is no real evidence that any enrichment had occurred, even by this time. What they were doing was building a facility to put the centrifuges that they got from the Pakistani's in.

So, no, the enrichment did not have to be going on prior to Bush taking office.

An implosion plutonium bomb?

We did it in not too much longer than that. And we had to research, design and build the reactors to produce the plutonium. Plus, research, design and build the facilities to extract the plutonium. Not to mention research, design and build the actual bombs.

And we didn't even know if it could be done.

Not only did NK know it could be done, and in general how to do it, they had the plutonium on hand.
