I never said it was no big deal. Cheating on the NPT is always a big deal.

What it didn't do was produce a nuke.

Nor would it have anytime soon.

By voiding the treaty and refusing to negotiate, Bush allowed them to produce nukes without cheating. It was all far and square by then.
