The fact of the matter is that it is hard to determine if al Qaeda is responsible or not. In a post-Iraqi invasion world, there are many who claim al Qaeda ties, who don't really. al Qaeda in Iraq is a perfect example.

No, we can't agree on goalposts that declare AQ isn't in Iraq. Thats just not true. We have captured communications from AQ leaders to local leaders in Iraq. AQ in Iraq is clearly part of AQ. The only reason to call AQ in Iraq a false claimant to AQ ties is to justify retreating from the fight.
