Not sure I understand what's your point?

Factually speaking BG Group was privatized in 1986 and has been a publicly traded corporation ever since. Ditto BHP, Talisman, Shell - all publicly traded and non-affiliated with any state-run bureaucratic arm.

It's through the privatization process that a state run corporation can transform into a competetive entity and undergo growth. State run bureaucratic arms are the antithesis of growth and efficient competition.
I've worked within them all over the world - the far east, the FSU, and S America, and I can tell you - there is no comparison when viewed from within. Being a function of the state instills an insular mentality that is lethal to creativity and effective decision making.

Just my two cents of course.
