Their announced reason doesn't make sense. Russia is building Iran a nuclear power plant and supplying the fuel for it, which is to be controlled and returned to Russia eventually. Bush has himself offered nuclear fuel to Iran for peaceful power generation. If it will stop its own nuclear enrichment activities. Iran thus has no civilian need to enrich uranium.
