Double edged sword. This is certainly incentive for QCOM to give less weight to Samsung's favored status, which could mean Samsung losing some or all of its advantage over Nokia. Wonder if Samsung will still crow as loud.

A payer of royalties can put price pressure on the patent holder and compete?

They are talking about price negotiations for chips, not for royalties. I certainly hope Samsung's licensing contract does not prevent them from sourcing their chipsets from third parties.
