You'll find that many if not most presidents ended up implementing policies that were vague at their elections, or not mentioned at all. If Bush had campaigned on Cheney getting to turn the executive branch into a Supreme Being unaccountable to others, do you think he would have won by 500 votes in Florida in 2000?

If he had given a realistic estimate of the costs and time required for us to be in Iraq, would he have received Congressional authorization?

You can discount an Obama victory if it is not as "disclosed" as you deem necessary, but it won't be any different than any other recent election.
