Less soldiers- if there is no war, I would expect. Normal decommissioning of old equipment I would also expect. But I would also expect the military industrial complex to keep selling new toys, and the US will keep buying them. That is NOT disarming.

If you recall under Bush 1 we began trimming the military- after Desert Storm- I don't recall anyone calling that "disarming". Did you call that "disarming"?
