I would venture to say if they had WMD they would have used it. But AQ has also been fighting the war very well through the media. Many prominent democrats have been providing good AQ talking points. Why would they have risked some limited attack that is likely to coalesce the country behind an effort to completely destroy them? I mean enough to start nuking the hills in Pakistan where the remnants are hiding? Anything other than a real devastating blow would have seemed unproductive.
