In fact, I think he's in the early stages of dementia.

I watched most of his speech on Nukes and he was fairly good. Other times I've seen him he is just bumbling along not making great sense

I think that's the way it is in the early stages of dementia....you have moments of great clarity followed by periods of befuddlement.
