I could be wrong but I interpreted that to mean the period after Volcker did his dirty deed and up to the NASDAQ collapse in 2000.. Recall fed funds was consistently above just about any inflation measure from 1985-2000. Folks were shocked when fed funds dropped to a wopping 3% for a short time around 1993 the one possible exception.....
