I think it is very difficult to hide a nuclear weapons program.

We arent talking about hiding a weapons program, but about hiding an actual weapon. It would be impossible to find a nuclear device that a regime was determined to hide.

There is simply no way that India could ever "know", and so they will never disarm.

Hiding a weapon, or quite a few weapons, is easier than hiding a program that can make weapons.

Also most nuclear armed countries are under no obligation to let anyone inspect their nuclear facilities.

And if they where, well inspecting the world is quite a big effort.
