That CIA report titled "Bin Laden determined to strike within the U.S." was probably about the perils of stem cell research.

I don't know of any report entitled that. However, I think the document you refer to is available in the public domain.

Can you point out any information contained in that report that would be considered "actionable" intelligence?

The Bush administration correctly determined that simply stating, "Bin Laden Wants to Attack Us" provides no information that would be useful in preventing an attack.
