If you exclude HSDPA/HSUPA functionality from a wcdma handset you don't need the HDR patents which are the basis for Qualcomm's stance on holding royalties at the std rate going forward? Isn't such a 2 tier royalty system Nokia's primary objectives? Given Nokia's success todate in not having to pay a red cent, why wouldn't Samsung also look to postition itself to play a similar game in a similar sandbox? Maybe Samsung is one of the two licencees left to "settle into perputity"?

Sure, all of the above may happen, but I dont see it having much impact at all on either low-end chipset pricing or volume. The handset manufacturers dont like paying the 5%, but it isnt like it is having much impact on either sales or ASP's.
