If Obama sweeps into office with a decent margin and a small Democratic landslide in Congress, he will have some of that political capital that Bush only imagined he possessed.

Obama would be the new and welcome leader of the Democratic Party for years to come, a status that would give him a lot of clout on the Hill if he uses it right.

And don't forget, Obama has been building relationships in Congress the last few years. Bush had probably never set foot on the House or Senate floor before his inauguration.
