I don't see either or. It seems like if we can identify abuses, we should take them out.

The problem occurs when overzealous regulators see opportunity to feed their own ego with making up abuses when they do not exist.

The problem as I see it is that the study of psychology is in its nascent stages. We have not been able to identify people who are psychologically damaged and should be taken aside for treatment.

Multiplayer systems with very high transparency, coupled with good law enforcement for infractions is my favored approach.

Lack of choice, lack of transparency, or slaps on the wrist instead of jail for serious crimes will lead to problems.
