No, but I do think that if they plan on doing business in the US, then they must be subject to US law. So if they plan on selling their goods here, then they should face penalties, tariffs, etc. With a commodity, we have to be creative about how we make penalties effective, but it can be done. OPEC cannot be allowed to act with impunity in the US when they break US law.
