"right near the coast of Fla." 'Near' is a relative term. (Understand most of the drilling in the 'straits' area is exploratory at this point....) "If the Chinese do a sloppy job of it oil will likely wash up on Fla. Shores." True enough. "Personally, I trust AMERICAN oil companies to be safer drillers." So would I. So, perhaps you could prevail upon the out-going administration to remove it's ban on American businesses doing deals in Cuba? Our oil industry (not to mention real estate firms, hotels, recreation, etc.) would most likely dominate down there pretty quickly if we were only allowed to compete for business.
