Well you could say that Clinton eventually led to complete fiscal irresponsibility, since if it hadn't been for the end of the 1st Clinton Admin (and the exegesis in the second admin) and his Monica days, we would never have been saddled with Bush.

Split government saved Clinton - lead by Newt of all people. The Congress will be Obama's biggest challenge - just as it was for Bush. Obama is headed towards a veto and filibuster proof Congress. That should be real fun to watch.
