I guess if the seal population increased, than the concern would be all the fish that they where eating.

That's already been happening. In the Seattle area one can witness "endangered" sea lions munching down on "endangered" salmon and steelhead (sea run rainbows) at Ballard Locks.

They tried capturing the sea lions and shipping them off to California, but they swim right back to Puget Sound and resume their feasting..
