I'm sure Lebanon's recent events mark some kind of change, but I don't really recall them having any stability the last 30 years except when they were under foreign occupation.

If Iraq is anything like the Balkans, the various groups will cooperate when a powerful outside force compels them to and avoid it whenever it serves their interest and they can get away with it.

Since there is no real monopoly of force in Iraq, the potential for blowups will always be high.
