At that time Bush had an approval rating of nearly 90%. He had the complete support of Congress, as well as that of a large part of the world. He could have done great things.

Hillary had nothing to do with the fact that he blew that opportunity.

And by the way, I don't believe you can read minds that well, whatever her expressions were.
