Being mathematically pedantic, at 400 pmm which is 0.4 parts per thousand or 0.04% [let's ignore whether that's by mass or volume], then to get to 1% there would need to be only thirteen times as much as present, not 26 times as much.

<Well the atmosphere has zero % CO2 and if it doubled, it would still be at a zero % level.

To reach 1% CO2 would have to increase 26 fold.

CO2 as a problem is a rounding error, hardly worth starting famine, food wars and other wars, or even just economic destruction.

To get to 1.00% it would take 25 times as much [give or take a bit].
