What is there to talk about if this doesn't work? Their economy is in shatters. In 2006, Secretary of State Condoleeza Rice offered Iran a package of incentives including "improving Iran's access to the international economy, markets, and capital, through practical support for full integration into international structures, including the WTO." As for "axis of evil", I think it had little impact on Iran. Khamenei and his people hated us before and after just the same.
