Bush Jr and Cheney had been planning on attacking Iraq from well before 9/11. That's one of the things McClellen mentioned. Bush and Cheney realized that a war-President would have an easier time getting their plans through than a peace President. Iraq was always going to be invaded. 9/11 was more of a distraction to them.

What if 9/11 had been done by a Tim McVeigh-ish group of domestic terrorists? WHO would we have "declared war" on?

Bush would have gone after Venezuela 'cause he wanted to anyway.

But that was the crucial difference. Remember he was already gearing up for war. That was the whole rogue nation concept he was pushing. And the Axis of Evil was pretty carefully chosen.

So, all he needed was some foreigners as an excuse.

He got it.
