Britain's Home Office is planning to spend up to about $25 million on new initiatives that would "deradicalize" such individuals who have not yet been caught in violent crimes, reports the London Daily Telegraph. The report says the controversial central element of the plan is the effort to "persuade" converts to extremism to reconsider their opinions. With such "therapy" or "counseling," the report said, "people who fall under the influence of violent organizations will not automatically face prosecution." "We do not want to put through the criminal justice system those who are vulnerable to, or are being drawn into, violent extremism unless they have clearly committed an offense," a Home Office report publicized by the newspaper said. "It is vital that individuals and communities understand this and have the confidence to use the support structures that we shall be developing," the report said. While those who break the law, authorities said, still will face prosecution, "this is about preventing people being drawn into criminality and rehabilitating those that have not been." Documents being distributed to local governments explain that those who are "drawn into extremism" sometimes have experienced "some sort of personal trauma or crisis that makes them vulnerable to exploitation." Officials told the newspaper millions of dollars in funding will be directed to grants to community groups challenging the message of violence. The government plan even suggests that local government officials "map" the religious influence factors in their areas. "A deeper understanding of local communities should be developed to help inform and focus the program of action – this may include mapping denominational backgrounds and demographic and socio-economic factors," the guidelines dictate. "We are investing at local level[s] to build resilient communities, which are equipped to confront violent extremism and support the most vulnerable individuals," Home Secretary Jacqui Smith told the newspaper. An anonymous reader, on the newspaper's forum page, said, "As an American, I never thought anyone could make our president look good by comparison, but your Home Office has accomplished the near impossible with this silly idea. Please tell me this was a clever graduation prank, where a group of students forged Home Office letterhead to send out this spoof. Otherwise, you may want to borrow George W.
