Everyone agrees that is a technique which, when properly executed, poses no risk to the interrogated party.

There is no evidence to suggest that waterboarding, as employed by our CIA, has ever caused anyone's death or disability.

Waterboarding, as the term is commonly used, doesn't not constitute near drowning.
