Those are due to be dismantled. It's a sketchy estimate anyway. There are other sources that show the count much lower for Russia. They are behind. Still, a LOT less than 45000!

For any President but Bush, this would be a front-burner item. In the corrupt Russia, one of those "stockpiled" nukes could easily be sold to the wrong people. More of a danger than Iran..
