I agree.

As long as civilians aren't deliberately targeted or an indifference to civilian casualties, I agree also.

But, this shouldn't count as terrorism. It debases the term.

But there are acts that can be justified. Norwegian resistance blew up a bunch of things during Nazi occupation.

It depends on your perspective. To the Germans, they were terrorists.
