They don't? Since when? There are a couple big ones, like China and India, that don't because it's based on per capita output, but that makes sense.

Exactly. The two fastest growing economies, and the two that will quickly overtake America in terms of CO2 production, don't have to do jack as long as they can base everything on "per capita" output.

Same thing with Europe. They might make a few minor cutbacks in CO2 here and there, but they'll never lower themselves to the "per capita" output of China and India. Instead, they'll continue to compare themselves to America.

The global warming alarmism fits very well with the socialist agenda. "We're a fucking society and we're all in this together," says Belgium to Germany to get them to put a speed limit on the Autobahn.
