If corporations are forced to trade away their manufacturing plants here in order to meet some artificial cap set by Congress, unemployment will skyrocket. Why build a new plant here and worry about its CO2 output? Just build it in China. They have "carbon credits" to spare because it's all "per capita." Tenchusatsu
