Culprits? I don't know that I would call anyone culprits.

Prices change, thats part of the way the world works. Your getting upset at some prices rising and others falling; that's human, but looking for culprits to punish for any change you don't like isn't reasonable.

To the extent that there are anything that resembles culprits for gas prices being as high as they are its those that have opposed drilling for oil in many places (not just ANWR, but off the coasts of many sections of the US), and opposed attempts to add refining capacity, and also those who have pushed through requirements for all different sorts of blends of gasoline in different parts of the country.
