Err... yes China is drilling in some of Cuba's fields. Why is this absurd? Per your map it looks like Canada is as well.

BTW, are there ANY economic papers looking at the tradeoffs of net present value for WHEN the optimal time to exploit remaining reserves is? I would think that would be the hottest topic for any entity holding reserves, especially looking at the nonlinear pricing environment of the last couple of years. The citizens of Alaska certainly owe the environmental lobby big time for keeping a cap on ANWAR all these years. Imagine if the oil companies had drilled it a couple of decades ago, and sucked it dry by now? Ouch!
